Manohar Singh Gill passed away today on 16th October, 2023 at the age of 87 years. He was a distinguished figure in Indian bureaucracy and politics. He saved as the chief election commissioner of India from 1996 to 2001 and introduces electronic voting machines (EVMs). in the country. He also represented Punjab in the Rajya Sabha from 2004 to 2016 and held various ministerial portfolios. He was a prolific writer and scholar, known for his sharp intellect and plain speaking. He wrote several books on topics such as Himalayan travel, agriculture cooperatives and Indian democracy. He was awarded the Padma Vibhushan, the second highest civilian honour in India, for his contributions to public service.

Early Life & Education: 

M S Gill was born on June 14, 1936. in Aladdinpur village of Taran Districtin undivided Punjab. He belonged to the family of farmers and landlords. He completed his schooling fro Khalsa High School in Amritsar and graduated from Government college of Lahore with a degree in economics. He then went to Cambridge university in England, where he obtained a master's degree in economics. He also earned a PhD degree in agricultural economics from Punjab university.

Career as Civil Servant:

MS gill joined the Indian administrative service(IAS) in 1958 and he was allotted the Punjab cadre. He held various post in state and central governments such as Deputy commissioner of Amritsar, Director of Agriculture of Punjab, Secretary of Agriculture of Punjab, Secretary of finance of Punjab, Joint secretary agriculture of India, Secretary of  food  and civil supplies of India, Secretary of Agriculture and cooperation of India, and secretary of Revenue of India.

         He also served under Prakash Singh Badal as a young officers when Shiromani Akali Dal patriarch was the Punjab chief minister. He also advised him on various issues of Punjab government. He retired fro IAS in 1996 as the Chief election commissioner of India , a position he held fro 1996 to 2001.

Achievements as Chief election commission of India:

M S Gill is wildly regarded as one of the most influential and innovative Chief election Commissioner of India. His major achievement was introducing EVMs in India, an idea that largely helped to curb poling malpractices and improve efficiency and accuracy in the electoral process. He faced resistances from some political parties and technical experts who doubted the reliability and security of EVM's, but he convinced them with logic and evidence. He conduct several general election successfully in his tenure.

    He also known for his impartiality, integrity, and courage in dealing with electoral disputes and violations. He did not hesitate to take action against erring politicians, bureaucrats, or security personnel who tried to interfere with or influence the elections. 

    He also initiated several reforms and measures to improve voter awareness, participation and education. He also launched campaign such as SVEEP, Voter helpline, Voter ID card, etc.

Career as a Politician:

After his retirement from the IAS, M S Gill joined the Indian National Congress in 2004 and represented Punjab in the Rajya Sabha from 2004 to 2016. During this period, he held portfolios of Minister of Youth Affairs and Sports(2008 to 2011) and Minister of Statistics and Programmes implementation(2011 to 2012). He then implemented several schemes and projects for promoting sports infrastructures and talent development.
He was respected across party lines for his knowledge, experience, and eloquence. He often spoke his mind without fear or favor and did not shy away from criticizing his own party or government.

Legacy as a writer & Scholar:

   MS Gill was a prolific writer and scholar who wrote several books such as Himalayan wonder, An Indian Success Story, Agriculture Cooperatives, A path to Power and The Punjab Story. He wrote articles, essay and columns for various newspaper and magazines on various of public interests. Moreover he was  a lucid reader and well versed in different languages such as Hindi, English, Punjabi Urdu and French.

Conclusion:

MS Gill was a multi-faceted personality who made significant contributions public life as a civil servant, politician, writer and scholar. to India's. He made several constructive work for India and his people. He will be remembered by the People of India.
